เขียนเรื่อง New Deal ไปแล้วหลายครั้ง เมื่อสัปดาห์ที่แล้ว รัฐบาลอังกฤษที่นำโดย Boris Johnson ก็ออกมาประกาศแผน UK New Deal (หรือชื่ออย่างเป็นทางการคือ A New Deal for Britain)
ไอเดียหลักของ UK New Deal คือคำว่า “Rebuild Britain” หรือ “Build Build Build” ตามสโลแกนที่แปะอยู่บนโพเดียมของ Boris
The government will build back better, build back greener, build back faster.
ประเด็นที่น่าสนใจคือ รัฐบาลอังกฤษบอกว่าต้องการใช้จังหวะเรื่องการฟื้นฟูประเทศหลัง coronavirus มาลงทุนเพื่อแก้ปัญหาที่เรื้อรังมา 30 ปี ด้วย
This government is committed not just to defeating coronavirus but to using this crisis to tackle this country’s great unresolved challenges of the last three decades.
Boris Johnson บอกว่าแผนการ UK New Deal อันนี้เหมือนกับ New Deal ของ Roosevelt นั่นแหละ เพราะสถานการณ์เป็นแบบเดียวกัน มีวิกฤตคล้ายๆ กัน
It sounds positively Rooseveltian. It sounds like a New Deal. All I can say is that if so, then that is how it is meant to sound and to be, because that is what the times demand.
Boris บอกว่าหลายจุดในประเทศถูกทอดทิ้งมานาน โดยเฉพาะนอกเขตเมืองใหญ่ การลงทุนครั้งนี้ต้องการฟื้นฟูพื้นที่เหล่านี้กลับมาด้วย
Too many parts of this country have felt left behind, neglected, unloved, as though someone had taken a strategic decision that their fate did not matter as much as the metropolis.
ขนาดของการลงทุนคือ 6.4 แสนล้านปอนด์ (£640bn หรือประมาณ 25 ล้านล้านบาท) ในอีก 5 ปีข้างหน้า

เงินก้อนแรกจะควักออกมาก่อน 5 พันล้านปอนด์ในปี 2020 นี้ เพื่องานด้านฟื้นฟูเศรษฐกิจและการจ้างงาน ที่เป็นปัญหาเฉพาะหน้าก่อน
- 1.5 พันล้านปอนด์ ด้านสาธารณสุข สร้างตึกผู้ป่วย ซ่อมบำรุงโรงพยาบาล
- 1 พันล้านปอนด์ ด้านการศึกษา สร้างโรงเรียนใหม่
- 900 ล้านปอนด์ เน้นพัฒนาท้องถิ่น (local growth and jobs)
- 760 ล้านปอนด์ ซ่อมบำรุงและอัพเกรดโรงเรียน
- 143 ล้านปอนด์ ปรับปรุงเรือนจำ
- 142 ล้านปอนด์ ปรับปรุงศาล ยกเครื่องระบบดิจิทัล
- 110 ล้านปอนด์ ซ่อมถนน สะพาน รางรถไฟ
- 96 ล้านปอนด์ ปรับปรุงใจกลางเมือง (town centres and high streets)
ส่วนแผนการในระยะยาวกว่านั้น ยังไม่ประกาศข้อมูลออกมาชัดเจน แต่ก็ระบุคร่าวๆ ว่าจะทำเรื่องที่อยู่อาศัย พัฒนาทักษะ และพลังงานสะอาดด้วย
To build the homes, to fix the NHS, to tackle the skills crisis, to mend the gap in opportunity and productivity and connectivity between the regions of the UK, to unite and level up.
มีแผนการลงทุนเรื่องรถยนต์ไฟฟ้า
We are making additional funding available this year to attract investment in ‘gigafactories’, which mass produce batteries and other electric vehicle components, enabling the UK to lead on the next generation of automotive technologies.
อีกประเด็นที่น่าสนใจคือ เรื่องที่อยู่อาศัย จะเปลี่ยนกฎเรื่องผังเมือง ให้สามารถใช้อาคารเก่าได้มีประสิทธิภาพมากขึ้น เช่น อาคารพาณิชย์ที่ว่างอยู่ ไม่มีคนเช่า ก็เปลี่ยนมาเป็นบ้านพักแทน
เรื่องนี้น่าสนใจเพราะ อาคารพาณิชย์น่าจะมีคนเช่าน้อยลงจากปัญหาเศรษฐกิจ + แก้ปัญหาเรื่องบ้านแพง ชีวิตคนอยู่ยาก โดยไม่ต้องลงทุนสร้างใหม่ทั้งหมด
New regulations will give greater freedom for buildings and land in our town centres to change use without planning permission and create new homes from the regeneration of vacant and redundant buildings.
Under the new rules, existing commercial properties, including newly vacant shops, can be converted into residential housing more easily, in a move to kick start the construction industry and speed up rebuilding.
กระบวนการจัดการโครงการและเงินลงทุน จะตั้งคณะทำงาน Infrastructure Delivery Taskforce โค้ดเนม Project Speed ขึ้นมาเพื่อเลือกเฟ้นโครงการที่จะลงทุน และลดระยะเวลาการพิจารณาให้เร็วขึ้น โดยมีรัฐมนตรีคลัง (Chancellor of the Exchequer) เป็นประธาน
จากสปีชฉบับเต็มของ Boris (บนเว็บไซต์พรรค Conservatives) พูดเรื่องความเหลื่อมล้ำไว้น่าสนใจ โดย Boris เปรียบเทียบด้วยคำว่า “between the best and the rest”
We have some of the best and most productive companies in the world, and yet we are not as nationally productive as many of our global competitors.
We have the world’s most brilliant medical minds. The world’s most inventive pharma. Our doctors and treatments are the best in the world. And yet we have so many millions who have to wait for too long to see their GP – even before the new waiting lists produced by the crisis.
We have umpteen fantastic and globally outstanding universities and yet too many degree courses are not now delivering value.
And for a century we have failed to give young people the practical training and further education they need. We have a capital city that was, is and will be in so many ways the capital of the world – theatre, finance, tech, restaurants, you name it, London leads.
And yet too many parts of this country have felt left behind. Neglected, unloved, as though someone had taken a strategic decision that their fate did not matter as much as the metropolis.
อีกคำที่น่าสนใจคือคำว่า unite / level up / building up
And so I want you to know that this government not only has a vision to change this country for the better. We have a mission to unite and level up.
We will double down on levelling up. and when I say level up, I don’t mean attacking our great companies or impeding the success of London – far from it – or launching some punitive raid on the wealth creators.
I don’t believe in tearing people down any more than I believe in tearing down statues that are part of our heritage, let alone a statue of our greatest wartime leader.
I believe in building people up, giving everyone growing up in this country the opportunity they need, whoever you are, whatever your ethnicity, whatever your background.
อีกคำที่พูดถึงคือ injustice ในแง่ความเหลื่อมล้ำ
We will end the injustice that some people have to sell their homes to finance the costs of their care while others do not.
And when I say unite and level up, when I say build up people and build up talent, I want to end the current injustice that means a pupil from a London state school is now 50% more likely to go to a top university than a pupil from the West Midlands.

The hospital you are born in, the schools you attend, the safety of the streets where you grow up.
